When Cart is empty, we can specify a seperate cart template to use and give custom design, such as telling the customer to shop, give recommendation, etc, rather than just showing “Cart is empty” message.
Set it in WooCommerce > Settings > Jet Woo Builder:
Cart Empty Message
Cart Return to Shop
Now go ahead to Shop to see the Cart Template when there’s content inside.
